In June 2012, Quentin Genard defended a Master thesis assessing EU-US reactions considering the US will to impose extraterritorial application of its export control regulations on the European ground.
The text is divided into three parts:
- Firstly, a brief description of the US export controls regulations, highlighting the mains elements and an evaluation of the legality of extraterritorial application of the law trough international public law’s eyes;
- Secondly, an history-based narration was adopted with the aim to underline the common elements in EU reactions and provide an analysis of the political and juridical responses given by the EU institutions
- Thirdly, an analysis of interviews leaded to collect main industrial operators’ point of view.
In conclusions, the “EU political behaviour” could have been drawn and the text helped to answer an even more important question: is export control mainly a political, judicial or economic field?
