The European Union portrays itself as a global actor, but there are still regions in which EU policymakers have not created strong partnerships. Latin America is one of these neglected regions. Progress on the relationship between Latin America and the EU has gotten lost somewhere in all of the rhetoric, and concrete objectives have fallen by the wayside. A summit of EU and Latin American leaders in Brussels is an opportunity for the EU to renew its efforts and get a seat at the Latin American table.
