On June 24, 2014, Austria's OMV and Russia's Gazprom sealed a deal for building the Austrian branch of the controversial South Stream project. This agreement was signed just two days before the European Council meeting which took into discussion the European Energy Security Strategy, which calls for the suspension of South Stream. The European Commission succeeded in halting the work on South Stream's Bulgarian section by launching infringement proceedings against Bulgaria on the grounds regarding the breach of internal market rules.
