As initiated by the European Studies Unit under the aegis of the Belgian Presidency of the Council of the European Union in 2010, the “Chaudfontaine Group” was convened for the second time at the end of September 2011.
he Group is composed of young European researchers and experts, which gather to discuss upon the rules and practices of the control of the sensitive goods and technologies. This year, it was invited to provide its scientific analysis on the possible future improvements of the European legal framework in this area, notably on the Green Paper drafted by the European Commission.
The Group’s contribution focuses on a selected number of questions raised by the Green Paper. These questions were chosen bearing in mind that the Chaudfontaine Group could possibly make a specific contribution to the broad public debate launched by the European Commission through the Green Paper.
The contribution is divided in six chapters:
- Extending of the scope of authorisations;
- Common risk assessment and reviews procedures;
- Intra-EU control;
- Catch-all controls;
- Transit and brokering controls;
- Information exchange.
